A homeowners’ association (HOA) is a private organisation established within a residential community, typically consisting of homeowners or property owners within a specific neighbourhood or development. The purpose of an HOA is to manage and regulate common areas, amenities, and shared facilities within the community, as well as to enforce rules, regulations, and covenants designed to maintain property values, ensure community standards, and promote harmonious living among residents. HOAs are typically governed by a board of directors elected by homeowners, who are responsible for making decisions, enforcing rules, collecting fees or assessments, and managing the association’s finances and operations. Membership in an HOA is usually mandatory for homeowners within the community, and failure to comply with HOA rules or pay required fees may result in penalties or enforcement actions by the association. While HOAs can provide valuable services and amenities to residents, they may also be subject to criticism for their restrictive rules, fees, and management practices.
