Define: Speaker

In law, a “speaker” typically refers to the presiding officer of a legislative body, such as a parliament, congress, or assembly. The speaker’s role is to facilitate and regulate the proceedings of the legislative body, maintain order and decorum, and ensure that debates are conducted according to established rules and procedures. The speaker has various powers and responsibilities, including recognising members who wish to speak, interpreting and applying parliamentary rules, and casting tie-breaking votes. Additionally, the speaker may represent the legislative body in external affairs, serve as a spokesperson for the institution, and oversee administrative functions such as committee assignments and legislative scheduling. The speaker plays a crucial role in the functioning of the legislative process and is often considered one of the most influential figures within the legislative body.

The speaker of the House of Commons presides over the operations of the house. Although the speaker is a political appointment, a speaker is expected to be politically independent. It is a convention of the English constitution that the speaker cannot stand for re-election as a party member.
